Geoffrey Palmer was retained by the Department of Labour in 1969 to draft the commentary on the Accident Compensation scheme which was proposed by Sir Owen (then Mr Justice) Woodhouse in his 1967 report. Palmer researched both the original legislation and the 1974 amendments, and acted as principal assistant to the Woodhouse Inquiry in Australia, from 1972 to 1974, when the Whitlam Labour government attempted to establish a similar scheme.
